Over 8,000 Doctors in Rajasthan Under SOG Scanner for Fake Foreign Degrees and Internship Certificates
More than 8,000 doctors in Rajasthan have come under the scrutiny of the Special Operations Group (SOG) amid allegations of practicing medicine using foreign MBBS degrees supported by fake FMGE and internship certificates. The investigation also extends to officials allegedly involved in facilitating fraudulent registrations.
According to exclusive information reported by Dainik Bhaskar, the scale of the suspected irregularities is far larger than initially estimated, prompting a state-wide verification drive.
Massive Investigation Launched Into Foreign MBBS Graduates
The SOG has initiated a large-scale probe into doctors who obtained their MBBS degrees from abroad and are currently practicing in Rajasthan using allegedly forged documents. At present, over 8,000 such doctors are reportedly under the radar of the investigating agency.
Several officials of the Rajasthan Medical Council (RMC), the statutory body responsible for granting registration to doctors, are also under suspicion for their possible role in clearing fake documents.
Arrest of Three Doctors Exposed the Nexus
Around a month ago, the Special Operations Group arrested three doctors who were working in government hospitals using fake registrations. The accused doctors had obtained their medical degrees from foreign universities.
During interrogation, the SOG uncovered evidence pointing towards a larger, organized network involved in generating and approving fake FMGE certificates. This revelation triggered a comprehensive scrutiny of records of foreign medical graduates practicing in the state.
How the Fake FMGE Case Came to Light
On December 4, 2025, the SOG arrested three doctors, Dr. Piyush Kumar Trivedi, Dr. Devendra Gurjar, and Dr. Shubham Gurjar. All three were undergoing internships at government medical colleges using forged documents.
Investigations revealed that although they had studied medicine abroad, they had failed the mandatory Foreign Medical Graduate Examination (FMGE) in India. Despite this, they allegedly procured fake FMGE certificates by paying approximately ₹16 lakh each.
Fake Certificates Used to Secure Internships
Using the forged FMGE certificates, the accused doctors obtained internship permissions from the National Medical Commission.
Dr. Piyush Kumar Trivedi completed his internship at Government Medical College, Karauli. Dr. Shubham Gurjar did his internship at Rajiv Gandhi Hospital, Alwar, while Dr. Devendra Gurjar was posted at Government Medical College, Dausa.
Complaints Reveal Names of Hundreds of Suspect Doctors
Following the arrests, the SOG received multiple complaints naming other doctors suspected of using fake FMGE certificates. Many of these doctors reportedly obtained their MBBS degrees from countries such as Kyrgyzstan, Georgia, China, and Bangladesh.
Sources indicate that several of these doctors are either running private clinics or working in reputed private and government hospitals across Rajasthan.
Verification of Around 8,000 Doctors Underway
In response to the growing list of suspects, the SOG has sought detailed data of approximately 8,000 doctors who completed their MBBS abroad, obtained FMGE certification, underwent internships, and are currently practicing.
The process of cross-verifying academic documents, registrations, and FMGE certificates is currently in progress and is being carried out at an accelerated pace.
NBE and Foreign Universities Contacted for Verification
The SOG has written to the National Board of Examinations (NBE), New Delhi, seeking verification of FMGE certificates issued to foreign medical graduates practicing in Rajasthan.
Additionally, foreign institutions including the Medical University of Georgia have been contacted to confirm the authenticity of MBBS degrees awarded to the concerned doctors.
Rajasthan Medical Council Officials Under Investigation
Medical professionals must be registered with the Rajasthan Medical Council to practice anywhere in the state. Doctors holding foreign degrees are required to produce valid FMGE clearance certificates before being granted internship permission.
The SOG investigation revealed that fake FMGE certificates were approved during the registration process, raising serious questions about procedural lapses or deliberate collusion.
Registration Process of Rajasthan Medical Council Explained
The Rajasthan Medical Council registers doctors for provisional, permanent, and additional qualifications. Although the process is conducted online, physical verification of documents is mandatory.
Doctors are required to appear personally at the RMC office with original documents. After verification, a provisional registration number is issued, allowing completion of the mandatory internship.
Following internship completion, doctors apply for permanent registration. Once approved, their names are added to the National Medical Register maintained by the National Medical Commission. Separate registration is required for additional qualifications such as MD, MS, or DNB.
Serious Questions Raised Over Multi-Level Verification Failure
Despite a multi-layered verification system, approvals based on fraudulent documents indicate serious lapses. The SOG is now examining the role of officials involved at every stage of the registration process and investigating how rules were bypassed.
The Additional Director General of SOG questioned how permissions were granted despite fake documentation and why the irregularities went unnoticed for such a long period.
SOG Seeks Accountability and Answers
Vishal Bansal, ADG of the Special Operations Group, stated that creating fake certificates is not particularly difficult. The real concern, he said, is identifying who created these documents and how they were approved by authorities.
The SOG is investigating whether the acceptance of fake documents resulted from negligence or deliberate collusion. A thorough probe is underway to fix responsibility and ensure accountability at all levels.
